edit: issue solved, it's a promotion =)

Last couple games I've played, scouts from other civs have traipsed through my territory, even though there's no open borders or war situation going on.

Once I was running 9.6 or something, the most recent time I had updated to 10.1 I believe it was.

Have you checked if they have the Recon 1 promotion? This enables them to ignore borders.

Gah, that's going to be it =) I checked the default scout abilities, didn't think to check promotions.
