no available spawn point

Hi,

Playing with the newest patch and started the game in the newest patch.

Coming across the following bug. I can't build units in the city while there are no units on the spawnpoint.
Getting the following message:

Extra information:
It concerns 2 cities which I captured and gotten through a war with the Harappans.
Another city I took from an independent tribe does not have this problem.
My own founded cities also do not have this problem.

Update:
Once the Harappans have been wiped out.Those cities are able to build units again.

Another update:

Started another game...
This time I stole 2 cities from 2 different cultures.
A city without a Garrison has the problem of no available spawn point. So I can't build units there.
A city with a Garrison does not have this problem. in this case an EQ (Cyclopean Fortress).

Hopefully the devs will fix this asap. This ruins the game atm.

happened to me too, at captured San Lorenzo. when i tried to build units i wasn't able until a garrison was built
