Without it, no railroads, which looks like a major disadvantage. Will it pop up eventually, or am I stuck?

Coal appears on the map after the discovery of steam power. If you haven't researched steam power you won't see it.
Also, coal is particularly hard to spot, it only appears in hills and jungles. Look carefully, as coal sometimes looks like a shadow on hill tiles. Make sure you check the whole map though, coal is scarce and may not be within your borders.

"do or do not, there is no try."

If you already have steam power, then hit F2 & it will show you who you can trade coal with.

IF they #1 have coal within their boarders (or a colony), #2 they have discovered the steam engine.

You can trade for coal (only if the other civ has Steam Power) but if they have none spare the chances of getting any coal are slim to none.

If they don't have Steam Power you could trade it to them, them ask for coal, but If they won't give you any - you have just given them a large advantage!

The only other way is to wage war and take the city beside the coal and then hope they want peace again afterwards !
