no option to liberate?

I just took the Iroqois capital from the French, and my only options were to annex or make a puppet. I thought liberating foreign capitals was a big part of this game (keep factions in the game for UN votes, for example).

I gifted the city anyways as I don't have enough hapiness to support another one, but I thought liberation was supposed to be an option when you took it in the first place.

Iroquois had a new capital somewhere if they were still in the game. I've only had the option to liberate if the civ in question was whiped out.
