No scrolling with window mode?

I recently changed the _Civ4Config.ini file allow me to play in windowed mode using Fullscreen=0 and now I can't scroll the screen using my cursor. Anyone have any ideas on how to fix this? Thanks.

I'm not really sure what you mean by "scroll using the cursor". I'm not sure if I can answer your question, but since I play in windowed mode all of the time I shall relay my experiences ...

You can scroll the screen using the arrow keys on your keyboard. Alternatively, you can left mouse click on any tile on the screen and it will center that tile, thus forcing a scroll. You can do that several times to scroll across your continent, etc. You can also left click on the mini-map and it will position the screen on that part of the map.

There is also another option in your .ini file to enable mouse scrolling in windowed mode. See the "MouseScrolling" entry in the file. I used it once and found it annoying for my taste, but you may want to give it a try.
