No Settlements

its not possible to build new settlements, better i could only have one, feels dumb to ask for

Hello aegis101,

in order to found a new settlement, the settler needs the appropriate equipment. This has changed compared to the original.
He needs 40 tools, 40 horses, 60 food and 60 wood. If these goods are available in the city, you can upgrade a settler to a settlement founder.

The requirements can be lowered through founding fathers or special nation bonuses.

Hello guys,
i do not seem to get that option to upgrade settlers. Do i need to update the mod or the game ?
I have the required materials in my city but i can't upgrade..
