No Settler from Polis?

I get no free Settler option from researching Polis unless I've taken the Stone boost from Stonecutting. Sometimes, but not always, the Stone boost becomes available (again) with Polis and then the free Settler option appears after that.

I think the free cards, like all techs, are semi-random. If they don't pop up immediately, research another tech and they should pop up a bit later.

Thanks. Counter-intuitive, but that is probably it.

Boost cards go into the draw pile when you research the activating tech. This means it'll appear in the next round or two.

I found it weird at first, but it's actually a good thing, it reduces the chance that 2 free cards are in competition
