No wild card policies?

I was playing around with an experimental map in World Builder, and hit a very strange bug. The map loaded all right - everything was in the right place, all seemed to go swimmingly until I unlocked the first tier 2 government. None of the purple policy cards showed up, even though the approporiate cultural advance had been received. Then, when the first session of the World Council was called, the drop down box for "no points may be earned towards great people of this type" was blank. At which point the game ends, since you can't vote and the game won't continue until you have voted.

I can't think what it might be in World Builder that could cause this. Any ideas?
 
No - and in fact this is symptomatic. On turn 1, clicking on great people reveals that "all have been allocated". But another worldbuilder map I made works fine, so it's nothing to do with mods. I have to find what is the crucial difference ...
 
It's to do with World Builder Map, not sure what precisely causes it, but the game, I think, gets confused about what size it's meant to be. Or something like that. No idea.
 
I found another post that suggested that a WB map is scunnered unless you place everything in a strict order: all terrain, all tribal villages, all resources and lastly all start locations. Any deviation and the map is up the spout. I wish Firaxis would hurry up and improve WB as they have said they are going to.
