Interesting ideas!
Maybe it would be of more fun if they have to leave their exploited teritories forever? (so, no back to dormant). Of course, it would need balancing. But there would not be a need for a certain proportion between Off- and On-season cities
But is it a good forum to post it? maybe FfH2 Modmods, Scenarios, and Maps would be better?
