Thank you for entrusting me the CDZ Ambassadorship

I am starting this discussion, hopefully with the blessing of our respected FA minister, to investigate the interest for a Non-Agression Treaty with CDZ, to develop into something more down the road. A disinterest in such a treaty will prove that CDZ is up to no good.

We are not going to attack them since we cannot, and they know this. So, it will be a one-sided pact in our favor. They will certainly try to extort something in exchange.

But surely they're allied with the other civ. Thus, we don't want to start cold relations with the other continent; we saw what happened to GCA. We need to become good friends with the common goal of eliminating C3B.

Well, should I present them the idea or not. I will only present what is broadly accepted.

I guess you could present the idea to them.

But make sure you present it as an agreement between two equal nations. Don't mention anything about paying them or something for this! Just so they won't get the idea.

Here are some draft agreements that I wrote while I was in charge of FA with the MSDG team. Use these a model if you want to base your own agreement around it.

APOLYTONIA AND FANATIKOU HEREBY AGREE:

That we are brothers, bound together in our common desire to survive and prosper. As the world prospers most in times of peace, we wish for there to be peace between us. In order to ensure that peace we hereby agree to the following:

1) There shall be no war or conflict between us. Our units shall not attack each other, nor shall they enter the cultural borders of the other party without permission. This shall be considered a Non-Aggression Pact. There shall also be a 1-tile "buffer zone" around cultural borders. If this buffer must be breached for any reason, warning should be given in advance.

2) We agree to cooperate and communicate regarding any diputes over settlements or scouting. We agree to work out our differences in a chat, should any differences arise.

3) This agreement shall last 30 turns after it is ratified by both parties. This agreement shall be open for renegotiation after 25 turns have passed.

The Northern States Alliance

This accord shall come into effect in the event that war should break out between Fanatikou and the Gamecatcher Alliance. It is agreed upon that the Gamecathcers Alliance refusal to vacate Fanatikese lands is an act of war.

Purpose

The Gamecathcer Alliance has continually sent troops into Fanatikese lands illegally. It now appears as if they wish to take a Fanatikese city with their refusal to vacate our lands. The nations of Elucidia, Apolyton and Fanatikou hereby agree that any act of agression by the Gamecathcer Alliance upon any of the afor mentioned nations shall be met with the severest of response from Elucidia, Apolyton and Fanatikou.

Clauses

The Apolyton, Elucidia issue

By adhering to The Northern States Alliance the nations of Apolyton and Elucidia agree to a Non-Agression pact and a Rights of Passage only for the purpose of sending military units to aid in battle against the Gamecatcherite forces. The Non-Agression pact and Rights of Passage shall last for 15 turns after the end of the war. This ensures that Apolyton has the ability to aid in the war, but that Elucidia feels safe knowing that Apolyton is in their land soly for the purpose of aiding in the effort against the Gamecatcher Alliance.

Spolis of War

Apolytopn must give up cities captured to Fanatikou and Elucidia. These cities will not be useful to Apolyton. Elucidia and Fanatikou shall share all cities. However any cities Apolyton turns over with only one ressource or Luxury, must be traded to Apolyton for 30 turns after the turn over of the city. Also, if there are any cities that are captured with two luxuries, the second must go to Apolyton for 30 turns. If there are three luxuries, one must go to Apolyton for 30 turns, and the third must either go to Elucidia or Fanatikou for 30 turns.

War Planning

All war planning must be co-ordinated and conducted between all three nations.

The Shen Ling Accord circa 2230 BC

The Shen Ling Accord was written in attempts to aid the Nations of Elucidia and Fanatikou rid the world of the Gamecathcer Alliance, and allow these nations to claim Gamecathcers fertile lands. This accord summarizes the steps that both Nations agree to take in order to accomplish the latter.

I The War Effort
i War shall not be declared until both nations are prepared and consenting.

ii The Battle Plans agreed upon by both nations must only differ if each Defence Minister has been contact and agrees with the move.

II The Aftermath
i All cities of the former Gamecathcer Alliance will be split equally. In the case of an odd number of cities, Fanatikou and Elucidia must come to an agreement about that city before any further actions are taken.

ii If a city is taken by the wrong nation, that city must be turned over to the proper country. All gold may be kept.

Fanatikese Foreign Affairs Minister,
Goonie

I suggest whoever is in charge of FA write out a proposal and give us something to talk and debate about, rather than this non-sensical discussion based on generalities.

Goonie, I would highly advice that you do not post stuff from the MSDG here. Not everyone here is on the PTW MSDG team. Plus, someone from GWT or GCA could be here and spy on us like this within the rules.

This is thousands of years old.

Get real.

Okay, I will keep that in my mind when I post examples from other PBEM games even though the events discussed and described in those documents are over a year and a half old and even though that one of the participants is dead and the other has already been completely anihalated and sent to another continent to re-build.

The only motive I had to posting those was to give the immobile and lacklustre FA departement some examples which it could use to get itself moving.

That's all we ask Goonie. ;)

How is the non-aggression pact coming along? I think I've seen a majority of support for a straight up deal (no ceding gold, etc.). Do we need to poll the treaty upon its completion?

Well, I need the FA to agree, I am amazed FA Minister has not replied yet.
Again, I am not burning too many calories in here thanks to the slow, hesitant and skeptical nature of things, the non-aggression treaty will be my only real project this term.

I have yet to see the FA do anything. I mean ANYTHING.

Sorry, I was in "no-reply-means-approval" mode.

I think it's a great idea. :) The price they ask for it will also show us what they've been negotiating with C3B on military issue.

I just sent this letter to CDZ:
Hi, Civ3 Duel Zone!

CivFanatics would like to set up a next meeting. We prefer to use IRC; we have a chat room available. Just tell me if IRC is ok and we'll send you the server & password.

The topics are: price of Monotheism and discussing a non-aggression pact.

We'd preferably like to talk soon. If you'd like to talk, how about thursday at 20:00 GMT?

Kind regards,
Matrix
