The rules:
1. You must win by standard Domination rules (66% of territory and population).
2. You may never start a war.
3. If an enemy declares war on you, you may only defend against insurgent forces. You may never capture enemy cities by force, nor attack enemy units in any Civ's territory other than your own. You may bring other Civs into the war, though.
4. Culture flips may be accepted.
5. Settling new cities on the border to grab extra tiles is allowed.
Optionally leave out 4. and 5. to make things more difficult.
I tried this in C3C at Chieftan on a Tiny Pan map, as Inca (Exp/Agr), mainly as a proof-of-concept. I won in 1325AD without having taken any enemy territory by force of arms.
I'm sure that this should be possible on higher difficulty levels (but suspect it would be impossible on Monarch+, probably even on Regent).
I'm also certain that it's been tried before, so if anyone could point me to the relevant thread, I'd be obliged
