1. While in World Builder, open the player menu.
2. Click on the buildings section.
3. I think it is the first one, a symbol of a city, click on it and place cities on a map just like you'd place units.
Probably going to have to provide some more details as to what you mean by "add cities." Do you mean using python to make a new city appear as a result of some event (like a unit's death, a tech research, etc.), or adding names of cities to a Civilization's list of city names, or something else?
Edit: Unless Prestidigitator is a really good guesser / mind-reader.
