I fought a war with the Mongolians, and captured most of their emipre when the Greeks attacked me, so I vasseled the Mongolians.
Many years later the Greeks invaded and captured one of the cities I had taken from the Mongolians. I immediately recaptured the city but it became Mongolian instead of mine.
Later another similar city was capured by the Greeks, but when I retook it it did return to my control, however the Greeks then recaptured it, and when I liberated it it became Mongolian instead of mine.

There had not been any votes on returning cities - the AP had only 2 members, and the UN had not been built.

In the first case I think thats normal, If wales liberated London, I imagine that it would be handed directly to England.
In the second case, it might be a bug, but Ive found that cities liberated go straight to the country with the Highest Culture in that city on the liberating side. So I would imagine that when you first liberated it frim the Greeks, you had a higher culture in that city than Mongolia, but the second time, mongolias cultual boarders had moved and it was now being influenced but them to a greater degree.

To be honest, without a save postion it would be difficult to say if it was a sencible action by the AI, or a Bug.

I disagree - It is handing to a vassel a city which you owned when they became your vassal, and which you have not chosen to give back to the vassal.

If it was a city that a 3rd party took from your vassal, and you recaptured then that might not be a bug. However the key point is that the city was taken from you and retaken by you.

The part about it that I see as a bug is that you don't get the "You liberated our cities! +1" diplomacy modifier this way that you would get had you conquered the city, then gifted it back to your vassal. Or at least I didn't in my game.

I'd expect a civ to be a bit more grateful to me for liberating their capital than my vassal was. Unless they were French, of course. It doesn't seem to matter how often you liberate Paris, they still won't like you. ;)
