(NOT A BUG) Spy movement bug?

Upon building a spy in Early eras (ASAP.. they're new after all). I have noticed that I don't get the 'Commando' trait while in a Civ that I have Open Borders with. In addition, I don't get to use their roads, either (because a spy is 'hidden'?).

Is this a bug?

Edit: the commando thing was removed intentionally and I don't think that you are meant to use the rival's roads - spies are now considerably slower...
