[NOT A BUG] Turtle Ship being able to move into deep ocean tile

Korean Scenario

That ocean tile in question looks like an deep blue ocean tile (not coast) and is also called an ocean tile as seen in the screenshots. The bug isn't just for one turn or one ship. All turtle ships were able to move into that tile all game long. I haven't started the scenario a second time yet, but I guess this actually is the case every time, not just in my game.

The turtles are able to enter any water tile that is part of your territory.

That is pretty illogical

Now if it is necessary due to some game mechanic (don't see why or where), then at least the description(s) are faulty, as it is nowhere mentioned, that they can/are supposed to be able to enter ocean tiles if they are inside your own territory.

You're right, but Optional is also right .
Your ships can enter every open water tile in your territory, that's intentional .

I just started a game as Korea, so am looking forward to being able to send my turtle ships a little further out than normal.
