(NOT A BUG) U.N. Resolution Free Speech fails

Happened twice in a row in the same game. Basically, the U.N. Resolution for Free Speech fails despite the fact that the votes show that it should have succeeded:

Kublai Khan is defying the resolution.. which acts as a veto

Really? So if one Civ defies a Resolution it does not even apply for those who didn't defy it? That makes no sense.

If UN members were supposed to have a real veto in the UN, why does defying a resolution degrades them from full-member status?

This might not be a bug per se, but it does not make sense IMO.

Yup, doesn't make sense and that's why I thought it was a bug in the first place...
