Why is the city of Ainook not flipping? It is surrounded by my cities. I am in a golden age. Phoenician is in a dark age. I even got the votes and passed the resolution that gives Phoenician +pop but -5 loyalty to stack things even more against her. And yet the city says no change to loyalty.
PS: if you are wondering why I did not conquer Ainook considering how OP my military is, I was going for a culture victory. Since Tyre and Aigai were free cities, I decided to take them for fun while I wait for my culture victory which I got in the next turn.
I feel like loyalty has done weird things IMO. Macedon actually conquered Tyre early in the game but it flipped to a free city and stayed a free city the whole game, despite being surrounded by Phoenician cities. I finally conquered Tyre as a free city. And Macedon founded Aigi and it instantly flipped to a free city and then flipped to Phoenician and then flipped to a free city until I conquered it.
