Not enough oil on Western Europe scrambled map?

I am playing a standard game on this map and there is hardly any oil on the map. Only two city states have it, but I am the only civ that got a small amount. What's going on is this a bug or are all the maps like this in that pack? Does it matter if you try strategic balance? I wonder? I hope this is just a one time deal. It is no fun when the other civs cannot build tanks, planes, and battleships.
 
I started another game starting at the atomic era, just to explore the Western Europe map. I searched half the map and located all the civs, not one except me has oil near their capital. Do not buy that scrambled map pack it is a waste of money. You have no option for strategic balance either.
 
Yeah, luxuries are too spread out as well. Often you will find no or only one additional luxuries to settle after your first settler.

I noticed that as well. It's a shame, because the maps could be a lot of fun. Maybe someone will make a mod that deals with these issues.
 
Luxuries too spread out: That was also a problem with the actual sections of the world maps within explorers; but in that case I figured the problem was the map had been built around the Vanilla CD release of Civ V where happiness was much easier.
But by now, I'd think that the maps with set quantities would reflect this. Maybe there's a bug locking things to "sparse"?

Very little Oil in western Europe: That could have been on purpose; limited quantities of Oil in Western Europe played a key part of WWII.
