Not loading in dx11

I was getting low fps spikes sometimes down to <10fps and I'm running gtx680 ftw 4gb.

So, I turned AA to off and vsync. Vsync requires restart so I did that.

Now, after choosing dx11 I see the fireaxis logo and steam logo and then just a purple screen frozen and not responding.

I can't figure out how to put the settings back unless I get in the game.

Things I've tried:

verified local cache through steam

deleted game, reinstalled through steam

searched internet, found instructions on various .ini files to manually change the options and settings. I can not however find any of the .ini files refered to in my civ5 folder....

I also ran dx setup and dxdiag.

Please help, I'm not sure what else to do.

And.... for some reason it worked this time. I didn't change anything from the last 2 attempts at loading the game. I just tried again and this time it worked... WEIRD.
