Not Sure if Bug - Earth Satellite Reveal

Finished the Earth Satellite project and revealed a northern landmass but it didn't have any resources on or around it which I thought was weird so sent some unit up there and turns out the resources were not revealed by the satellite. I am normally very thorough about scouting out the map so I normally only reveal the polls so I don't know if this is normal or a bug.

It could be that to find resources you need to have scouted the area was my first thought, but that cannot be right as strategics & the like show up in areas I have not scouted.
