(Not sure if bug) - GEM 1.14beta - Oligarchy does not affect naval units

Not sure if this is a bug or working as intended. Started a new game as Ottoman to try the "Melee ships capture defeated enemy ships".

Oddly enough, the first Slaver ship I defeated did not get captured (it simply sank - bug maybe?) however my subsequent battles netted me 2 Slavers in addition to my original Liburna.

Having explored everything I could, I decided to park these ships in my cities and research Oligarchy (Garrisoned units cost 0 maintenance and gain 0.2 xp per turn).

My maintenance costs did not reduce nor did my ships gain xp. However my land units (warriors, archers) did benefit.

Now I realise that this probably due to the fact that ships can't "garrison" - when you hit "F" you are effectively putting your naval unit to "sleep".

If working as intended, could we change the description to "Garrisoned land units cost 0 maintenance and gain 0.2 xp per turn"?

Making it work for ships would be a boon for seafaring civs as well.
 
Yeah, ships and air units can't be garrisons, so that policy doesn't affect them.

As for the other, I think I've had that too. It used to be a percentage type chance to capture defeated ships, so maybe it's a hang-over from that. Slavers, by the way, can't upgrade like Pirates.
