Nothing changed but I can't run the game again

Hi guys,
I have installed the game when I got it, and it worked fine, some weeks later I installed it again (coz I uninstalled it after trying) and now I can't run it.
I get an error after the loading screen like this :
AppName: civilization4.exe
AppVer: 0.21.0.1674
ModName: ~df394b.tmp
ModVer: 0.0.0.0 Offset: 00084c9c

by the way i dont know if it is an error, but i have nothing like civilizationIV.ini
is that folder set after the first run o what? so any help would be nice, I'd like to play this game pretty much, I'm bored!

I've run into that problem before. A cold reboot solves it.

Check that you have the latest drivers for your video card, Direct X 9.0c, then uninstall the game, run a registry cleaner app, then reinstall it again.
You should be playing after these steps!

hm, already done that but still have the error. even deleted some registry stuff manually after the cleaner...im getting more and more hopeless
why havent i got a folder in my "My Games" folder?
