[GS] Nuclear Submarines Should Not Be Damaged By Hurricanes

Nuclear submarines in ocean tiles shouldn't be damaged by passing storms as in real life they can easily dive deeper and avoid the weather. A damage decreasing modifier would also be appreciated instead.
