Nuclear threat when we bribe a city.

I want to know if there's tricks to attack the other civilisation and avoid the nuclear threat. I talk of course about when they have their nukes. I know that there's the trick to build a city with SDI defense near the city we take. May be we can just wait they build the SDI defense in their cities.
