Nukes defense - just don't do it?

I'm a bit new to Civ V, but learning. As I understand it, a Civ can't build nukes until every Civ has completed the Manhattan project. Unless I'm missing something obvious, if a Civ is going for a non-Domination win, simply don't complete the Manhattan project and nobody can use nukes. Personally, I don't like this rule, but it seems to be the case.

Am I on the right track?

No, not really - you are the only one who has to build the Manhattan Project before building nuclear missiles. Just like in real life!

no, sorry

The AI will go crazy with nukes (Gandhi especially). I always make the Manhattan project in a satellite city if I have the chance as a deterrent. I might be wrong, but I think building it has a minor effect on slowing late game DoW's

Ah, ok. When I read Civopedia "Each civilization must construct the Manhattan Project before it can construct nukes", I interpreted that to mean that every one has to build it.

Yeah, I can see how it might be a deterrent to DoW. It also would seem that getting the nukes first would send one on a war rampage, as they are wipe-outs (except for the capital).

Why would Gandhi go crazy? Aren't they weak to grow/conquer?

It is just that Ghandi has a greatest "flavor" to use nukes in the game script, so they are most likely to use one first.

lol, getting nukes first if you are tech leader means the AI will ban nukes in the WC most of the time. Better to delay Manhattan a bit so the other AI's get it first.

AI behavior is ranked on a scale of 0 - 12, with each civ having a preset starting value that is randomly raised or lowered by up to 2 points for all of their behavior. Gandhi has a "use nuke" ranking of 12, so even if he randomly rolls a -2, he will still use them.

The civilopedia is a joke, honestly. Really badly worded at parts, missing required information, etc. A lot of in-game text is also pretty bad. So I don't think anyone blames you for getting confused, because that is another thing that's just badly worded.

It's amazing when two people read the same sentence they'll get two completely different thoughts on it.

Except, that's not what happened here at all. Nice nice try, though.

Having built the Manhattan Project has zero effect on the AI's desire to go to war with you. Having built an actual nuclear weapon, however, does, because this massively drives up your military strength score.

That being the case, does it then follow that it makes it more likely for a civ that doesn't like you to DOW if they build a nuke?

no Walter, just like in real life, nukes make a regular army kind of invalid, as if some one with a nuke, they are more likely to use it on YOU! So if you build any nukes, other civs are more likely to become afraid, due to your increase in strength. Some may still decide to attack you, but they where likely to anyways if they have a similar strength to you even with your warhead(s). Also, like in real life, nuclear deterrence is a key policy(basically, both of you have nukes so if you use them,so will they, resulting in Mutually Assured Destruction (MAD)) if another civ has warheads and you think they might be looking at claiming your empire. That or you could just build a metal gear

I just launched 3 ICBM's and 5 Atomic Bombs on Shoshone...he has (had) superior weaponry to me and a lot more of it. I had Gatling Guns and he had Rocket Launchers...I know he has at least two Atom Bombs floating oround on two cifferent carriers, I was trailing them with a destroyer then somehow I swear he slipped into a foggy area and after two turns I realised the carry now only had Bombers and no nukes. I was dumb struck...at first I thought (of course) he cheated, but he didn't...apparently the two carriers passed in the night and I picked up the wrong one comming out of the fog. Well that is gonna cost me now, as I had intended to sink those carriers and rid him of his "deterrent"...unfortunately prior to my attack he was only two shaceship parts away from victory, when he reached one I was forced to launch my attack...ready or not here I come. This is the second time I am against the clock on an eleventh hour save to prevent Shoshone from winning...the first time was his very aggressive push for a diplomatic victory...I sold much of my army and did all kinds of things to buy CS alliances and stall his victory, eventually I managed to even out the diplomats 23 to 23, not including the remaing 4 other Civs. I litterally came one turn form the UN Vote when I secured three CS's which kept Shoshone from a diplomatic victory. So...here I am, his land a waste shimmering orange murk and ohhhh, guess what...no more nukes, I managed to propose and get passed a Nuke Ban...remember I thought I would have wiped out his nukes, now he has nukes and I have none and he only need to get one more spaceship part to the capital...which I am nudging my way towards to place it under seige...I hope to intercept this spaceship part before it reaches the captial and destroy it, again and again until I win with the spaceship victory, domination or in what would be the greatest turn of event the Diplomatic victory. I could win culture too as I have half of all wonders in my caapital one captured another civs capital that has nearly as many as me. Problem i I don;t nkow how to affect cultural influence to win a cultural victory, my influence is still at 0 whcih make no sense if youc old sew what I have built.

Ok, sorry for the long post I hope you enjoyed my story...I hope I win!

To the OP...each Civ is NOT required to buid the Manhattan Project before any other civ can build nukes. Only you are required to do so if you want to build nukes.

AI behavior goes up to 10, not 12. Gandhi having greatest nuke flavor (12) is a dev joke. :D
