There is a problem with AI handling the city limit, at least after the 116 patch (did not check with the previous version)
Here is the deal:
I am playing a huge modded map (256x256) on panagea map - lots of land area, right? Everything goes OK until by middle ages (somewhere close to 600-700AD) we hit the city number limit (I think that is 512 since the patch) and I can't build no more cities which is fine with me since I ended up with the largest number of cities anyway. Well, AI is not satisfied and still tries to settle everywhere it can and when one of my units is near an AI settler, every turn I observe really weird behaviour - AI settler tries to settle, fails and then tries again and goes on doing that for like 50-60 cycles. Now, I still plenty of unsettled land, well, sort of, where you could put a 100 more cities, and all 15 AIs (13 left now by modern age) every turn are trying to settle somewhere which, in addition to the usual turn duration of 5-10 minutes adds another 10-15 minutes (by my estimation from the observations)

The question is, is there anyway to limit this behaviour because the city number limit actually makes it easier to plan for me since there is no rush for territory and such since we hit the limit. I would guess, it would be a good idea to make AI check whether this limit has been reached and change the behaviour accordingly or at least to set settle retrials to 1 or at most 2 times. What's the point of trying to settle for 100 times if it is not allowed?
I hope that the smart people out there can come up with a mod or something to fix this, if not Feraxis with the next patch because game becomes unplayable on really big maps.
