I think the starting location algoritm could return similar results thats why even without BeginUnit --- EndUnit there could be same starting location but anyway I think the better way is make it less fixed than just put units on map 
x=61,y=59 - deer on peak, you need to remove deer and change plot to hills
I'm using text editors for civ4 maps very often cause it don't put civilizations after each editing. In in-game editor every time you want to edit something you must start game with some civilizations and remove them after editing. And it's easier to find x=61,y=59
are you going to release a final version with river fixed, x=61,y=59 tile fixed and random starting location? if not I will do it just for my games and I can post it
