Obama leaderhead

Could somebody please mod Civ4 so that I can use the Obama leaderhead? This would've been really easy in Civ3, but I've been trying to make the Civ4 framework for a long time and nothing seems to work.

The original Obama leaderhead thread got closed due to length and never addressed this issue, hence this thread being in this part of the forum.
