Objectives. (Value of a city)

Does anyone remember back in CIV II the WWII mod had a system where certain cities had an objective value (Berlin: OBECTIVE x2 etc)

I was wondering if there was a way to do this for CIV IV, specifically warlords, and if anyone could help me out with that?

BTW the purpose of this was that if the AXIS had a certain number of objectives at the end of the scenario time limit, they won, and if they had too few, the allies won.

Also, could a number of cities counter be used in the same fashion?
 
As far as a counting system goes, yes, it can be done, and it was done in Desert War. Getting the AI to understand it needs to focus on objectives is another thing, however.
 
Super, wasn't really planning on needing AI's for the Mod, so I'll not worry.
Do you know where in Desert War I need to look by chance?
