When a Great Wonder has been made obsolete by a future tech, do this also happens if one of your opponents owns this G.W?

I noticed though that when you have a great library and your opponent has already had education. If you haven't had it yourself (either by trade or research), your great library won't obselete, correct me if I'm wrong.

And it's only minus the special effect... the cultrure points per turn will remain.
