no, if you conquer a city, it is now part of your empire, lets say you done want to keep the cities you took you could set up a new goverment. So if you were a democracy, you could conquer an enemy and change their goverment, and make them friendly toward your civ

This would be really useful in areas where there are minorities left over from a now defunct civ. Let's say the French wipe out the Aztecs, you can conquer the Aztec lands and then only occupy them and set up a friendly aztec government.

I personally don't see how adding a new rival into the game in mid game is any fun, it just means that I have to watch my back and prepare to take him out once he turns on my.

I'm not sure if it was Alpha Centauri or Civ that once your opponent surrenders to you they cannot turn on you. If that type of clause was put in, then you wouldn't have to worry about it :crazyeye:

True, but the USSR did "keep" Poland, Hungary, East Germany, etc... (even though they were still considered independent nations.

but still, the cons (ie. the AI helping you) still outwiegh the pros (ie. you controlling the city). So I don't think I would ever create one of these ally states.

I just don't see the point.
 
Well, I personally like the realism this would add. As it was said, UK and US didn't keep France after WWII, perhaps, you're playing online, and your BUDDY loses his land. You can go in, and reconquer for him, or something.

This would also go in well with my idea, to allow movement through allied cities/occupied squares.
