I just got into playing Civ1 again and was wondering how to put roads on the fish, and what it helps anyway. I've tried a couple different ways, but I can't figure it out!
 
Place a settler in a ship, place the ship on the fish square, activate that settler on the fish square and let him build a road. That should do the trick.
Advantages? More trade generated by the road and the possibility to create an "intercontinental bridge", although movement is very slow, since you need a ship unit as a sort of "basement" for each tile and the moving units turn into sentry mode after each tile, so you have to wake them over and over.

But it's nice to cross the baring strait on earth map by feet :)

When I built roads and railroads, if I remember correctly even though it's been about four and a half years and I was 12 last time I played, the roads and railroads increased food production and commerce, but did not allow troops to walk over sea tiles even when in ships. If a unit moved from one ship to another it automatically ended its turn so it was more practical to just have a ship transport units by itself.
