2/3rds are required for new members, no provisions are currently inplace for the definition or granting of observer status.

RoIndonesia proposes that, since the questions of observers, their roles and the nations that such status be granted to, is a very fundamental change to the organisation, the decision be prosponed till a vote at our next general conference of heads of state in 2008, allowing us time to fully consider and discuss the issue.

Thus we propose this be placed as CHS* pending item 1 up for descision in 2008, those in favour (2/3rds required)?

*Conference of heads of state, held every three years or whenever urgent necessity dictates, sets policy. Yearly meetings of foreign ministers can only review implementation and financing of policy, as well as electing the general secretary.

It is our opinion that, looking at the current member list, the following deductions can be made:
-Any country with significant muslim population should be welcome to apply for membership or observership status.
-Organizations are limited to observer status.
-Any muslim-dominated territory should be able to apply for observer status without having an internationally recognized independence.

If members see the necessity in defining the exact quantification of the highlighted words, they shall be discussed.
 
The Chechen Republic applies for observer status.
 
The European Union inquires about the status of its bid for observer organization status.
 
Turkey agrees to all three observership applications. We also see wisdom in Indonesia's suggestion while not agreeing with it. edit: not agreeing that it should delay immediate applications, but we agree that there is need for such regulation. Still we say yes to the suggestion.

We suggest other members to quickly vote on Indonesia's suggestion of whether to bring more strict rules to observership. If this resolution is approved by the members, we shall leave it to the next CHS meeting, otherwise we shall vote on the observership applications of the three entities within this year.

Pretty much, but it's "lets vote on if we should make a decision on these observers, rather than just stringing things along and argueing". If we vote for this to be decided upon, it will be decided in 2008 and that will be the end of the matter. Also by the organizations own regulations we can make such an big decision without at CHS, and the next one is not till 2008 (and this matter hardly constitues reason for an emergency meeting).

Its also not more strict rules, its any rules on observsership as none exist currently. We agree with Turkey's proposals on who would get observer status, but believe the question has not yet been addressed as to what that status entails. We also believe it would be wasteful of time and resources if "Muslim-dominated territories" whose state is already represented here be given individual representation.

We agree, and retract our support for Chechnya's bid.

The 11th Islamic Summit Conference is to be held in Dakar, Senegal, in March of this year. The following is a proposed agenda to


1. Decide and vote on the definition and rights of observer status.

2. Vote weather defining standard requirements for membership and observership stati is necessary or applications should be viewed case by case. The following subsections are if the former option is decided.
2a. Discuss and agree on the specifics of the criteria.
2b. Decide whether a review of stati of existing members and observers is necessary if any member or observer does not fit the new criteria.

3. Decision or voting of new applications according to the new regulations, for the applications of EU, India, and Chechnya.

4. Come up with a more regular schedule for the future Islamic Summit Conferences. In the past there hasn't been a regular interval.

5. Elect a new Secretary General

I couldn't find the regulations on the OIC website for this. Looking at the previous SG list, lately they seem to be doing 4-year terms. I am writing this under the assumption that 4-years is a rule. If there is no such rule, please correct me.

Since this is my first NES, I am not sure this kind of thing even matters.
As Prof. Ekmeleddin Ihsanoglu's term started at the beginning of 2005, it ends at the end of 2008. Therefore, around the end of the year, we'll need to elect a new SG to take over in 2009.

6b. Darfur, Sudan
6c. Iraq
6d. Afghanistan (and a little bit of the Pakistani side of their border)

7. Discuss what can be done to improve diplomatic problems in muslim lands.

7c. Chechnya

8. Discuss what can be done to improve the relations between Muslim world in the non-Muslim world.


9. Discuss ways of improving the Muslim world
9a. feasibility of increasing the role of Committee for Commercial and Economic Cooperation (COMCEC)

10. Other items.


The first 5 items must be decided in this summit, the items 6-8 should be discussed, and if time allows items 9-10 can be discussed as well.


Please express your opinion if you feel the need to include other matters into this Summit.

After the Muhammed-drawings, our relationship with the Arabic nations has been damaged. Therefore we suggest, that we in 2008/2009 make a diplomatic meeting with the arabic nations, so we can build up our relationship again.
We will hope, that you will consider our offer for a better relationship with the Arabic nations, our freinds.

Although not all of our members are Arabs, we see the good intent, ignore the mistake, and appreciate the reconciliatory gesture from Denmark.

We may do something about this as a subsection of #8 in the Summit.

By the Prophet thats not how it works, the General Secratariat is an independent organ appointed by the Counsil of foreign ministers, by a two third majority (@knigh+; it says that the GS is appointed by the CoFM, and that all resolutions of the CoFM takes a 2/3rd majority so one would assume...). It is not under the control of any one country as it is meant to advance and represent all nations of the conference.

Pakistan would like to draw the attention of its fellow members to possible racial discrimanatary polocies in Europe and the USA following rising fears of terrorisim. Muslims are being profiled and mosques are being raided.

Pakistan also thinks it unfourtanate that Iran has decided to take such a destablzing action in this troubled time. We urge Iran to back down to avoid confrentation with the West. However we have no desire to see Iran attacked by Western forces.

Pakistan is deeply concerned about the situation in Iraq, Afghanistan and the massive and deadly attacks in India.
 
India would again like to apply for observation status. In these times it is crucial that legitamate efforts be made to stem foolish baises that the entire islamic world is up in arms against all faiths, even though the Republic of India has been brutally attacked by islamic radicals. The Prime Minister must stress that this, if any, is the time to put aside old conflicts so that this loss of human life will be stopped and by working with legitamate representation of the islamic faith, this can be a dream realized.

We wish to work with the goverments of all islamic nations in order to find the true terrorists and bring them to justice and the OIC's cooperation would greatly ease this struggle as it will undoubtly bring better intellegence on these terrorist.
