No, the resouce can't be traded. It can be done but it will just sit there.

There is no way to work a resource in the ocean, and no one can control the ocean squares...although it would be rather cool if civ4 allowed for it.

Ocean harvesting and colonizing was implemented in Call To Power.. It was more of an useless "cool" feature than anything else.

Having strategic resources in the ocean would be a bit like that, cool but useless. They fulfill their function pretty well deep down in the tundra ;)

Useless?
It would actually encourage people to build a large navy so you can raid enemy oil platforms and defend your own.
I would love this feature for civ4.

In the Meso-american conquest, they have salt in the coast.
Wait, wasn't that a bonus rescource?

Yes, Salt in the Mesoamerican conquest is a bonus resource.

Why don't they put in "workers" to use in the sea. They could build things like
Oil rig = +1 sheild
Fish farm/traps = +1 food
Sea routes(like roads) = +1 commerce

Just thought it might be cool!

Harbor: +1 Food
Commercial Dock: +1 Commerce
Offshore Platform: +1 Production

Or, there could be oil in the ocean, but you'd have to have an Offshore Platform to use it.

I made a map of Benelux ( Belgium + Netherlands + Luxembourg ). There's oil in that area, but only in the North Sea. I found a solution :D

I created a unit "ingeneer boat", it can build pipe-lines ( roads ) and offshore platforms ( colonies ) in the sea. Civs can build it after discovering miniaturisation. Well, I know it can looks a few weird, but it works. With this simple method, I can use the brent ! You also have to allow roads and colonies on coasts and sea ( easy ). And it's better to allow modern ship to destroy roads/colonies.

Yeah, that WOULD be the problem, getting the AI to use it.

In a multiplayer human-only scn, though...

Sure, that's a problem...The AI doesn't use it so far...

But I used the map agaisnt a human player and we had great naval battles to controle that ressource :D

I thought the water looked a bit bare, so I added some resources. Mostly fish and crustaceans, but I place natural gas along coasts occasionally. Of course, all of these are bonuses. But I will have to try MaisseArsouye's "ingeneer boat" idea...
