Got the bug too. Reverted to an auto-save. I'll see if i can reproduce it.
EDIT : OK, i was able to reproduce it.
T84 i capture a worker from Napoleon, whom i've been at war for 20 or 30 turns but only pillaging and never capturing any city. Then i go to see what he would offer me for peace. He offers Orleans, a size 6 city near my borders.
Spoiler:
I puppet the city as it will be on revolt for some turns anyway. This brings me in unhappiness.
1 or 2 turns later, Napoleon offers an embassy (unlikely to be related to the bug, but who knows)
T90, the city is no longer on revolt, but won't produce anything apart from science.

If i annex it, i can select buildings, but they won't build as the production is 0, culture is now -1
