? on coastal city and aquaducts

I have a city right on a coastal square adjacent to water which becomes a sea and then an ocean only a few squares away. I cannot have more than 6 citizens (I get the 'build in 9999 turns' message in my granary box). The civilopedia clearly states that if I have a city adjacent to water (Sea or Ocean), I do *not* need an aquaduct to expand beyond 6 people. What am I missing? If there is a page number you can direct me to, I'd appreciate it. Also, every time I start the game, I have to hit ctrl-g to start up the grid again. How do I keep it on so I don't have to keep doing this every time? Sorry, I searched, but couldn't find it... Thanks.

Your city has to be next to fresh water. Not the ocean. A river or lake is what you need.
 
To start with the easiest one, ctrl-G apparently has to be pressed each time you start Civ 3, same thing over here.

On aquaducts, this must be a typo in the civiclopedia. The right explanation is that you do not have to build an aquaduct if the city is adjacent to "inland water". This obviously means rivers, but also lakes that are of small size. If I remember well an Ocean square in a body of water means it is open sea and not inland water anymore.
