I'm the Persians... they're the Aztecs. I've got almost twice their cities, a heap of immortals/horseman (NOT enough), and four zero-culture cities surrounding an obviously high-culture Aztec city. I'm basically expanding, expanding, and not stopping. I've got the Aztecs to the East and LOTS of empty, fertil land to the west. Before I go to war, I want to claim ALL the land I can and build a massive army, so that the Aztecs have NO chance of laying a finger on me on turning the tide during the impending war.

But its this city that bothers me. It just expanded, and made inroads upon MY already cramped borders. I got four cities surrounding it, and they're some of my best ones. I CAN'T lose them. I've never had a city revert on me, but I'm afraid I am about to see my first. What can I do? I can't afford war yet, as my military just isn't enough. Those pesky Jags will rape my smaller, developing western cities that are undefended for the large part, or so by warriors. It's 90 BC, and I'm thinking Knights=war (I'm researching Currency). I'm doing 10% research to maximize my treasury, and am buying techs from the Aztecs. I've got about 20 cities, which I hope to double or triple soon. Just recently began building military - 12 immortals, 5 or 6 horseman. Spearman in most cities.

My plan was this: build military now, making settlers to keep population down (disorder). After getting sufficient military, expand like wildfire - get ALL the land I can squeeze out. After that, go on a HUGE military buildup and squash the Aztecs. (The odd thing is that there is about a 20 square radius gap to the west, with no 3rd civ in sight. Maybe it's us two, and the 3 others one a 2nd continent. Hopefully - I'd like this continent to myself).

If I can solve the problem of this city, then I'm good to go. It's the only bur in my plan. Help me!

Build as many Immortals as you can. For hard-hitting shock assault troops, they totally kick butt. I recently used my Golden Age to stock up on Immortals. I soon had all my neighbors begging for mercy.

P.S. Because you can't upgrade Immortals, I had no incentive to save them until the Industrial Age. Better to let them lead all the assaults. So when I "went medieval" on my neighbors, I had no compuction throwing lots of Immortals into the thick of every fray. Either they conquer, or they die most gloriously.

you should put some more military units in your 4 cities, then expand to the west, look at it this way, even if you lose the cities now, you can build your army and crush the aztecs later

You dont have any other civs to contend with so this should be fairly straightforward (how do you play with 5 civs? anything less than 12 drives me mad, )
Just get all you forces onto that city and take it - every immortal and horseman up there asap.
Dont wait at all - any wait could cause your cities to fall, then go on the defensive a while as you build up troops. I bet there is no way they will take back that city if you put all your troops in there.

My idea of this is burn the recources, the roads and mines and just wait a couple of turns surround the city and then when the city weakens then you attack, it always works for me and why don`t you just save it and then try it and when it doesn`t works you just load the game again.

Send about 10 immortals to the city and raze it (the high culture might make it difficult to hold). Make sure you have some good defence on the Aztec border... if you can get 1 immortal and 1 horseman in your border cities to cut up any jags who decide to venture into your territory (you might also want to check if they have a roaded up iron source - remember that means they can't build any jags). Then just hold on, destroying anything they send into your land until you can make peace with them (and you might be able to demand some gold or techs off them when you do). Of course you could go for a more all out conquest after razing the Aztec culture city, but I'm assuming you don't want too long a war.

jags don't require iron, they are there from the start.

I guess I'll probably gear up for war, but that city is right next to the Aztec borders, so it'll probably end up a long, drawn out war which is my fear.

The Persians have cheap libraries. Just throw up some libraries in those cities and you shouldn't have a problem. In fact, build libraries in all your cities anyway, then you will build up plenty of culture and never have to worry about city flips.
If those cities are big enough, WLTKD also greatly helps prevent flips.

Exactly, which is why I said if they have an iron source you won't have to deal with many of the troublesome jags ;)

actually I liked it when they had jags cause they'd send them in force on suicide missions against my spearmen/immortals.

Well, here's what happened. I decided to expand to the west (which ended abruptly... I had room for 10 or so more cities). So I did. All the while the Aztecs were building up swordsmen (which I suspected), and suddenly declared war. I could barely hold them off. One of my cities flipped earlier, so I captured it and that pesky Aztec city. But by then the Aztecs had wiped out the majority of my army, so I quit. Maybe I'll try to rebound sometime today...
