Once or twice, while playing Civ 3 Conquests on Monarch, I've taken an enemies city, a minor one not his capital or anything and then - WHAM! The rest of his empire is just gone. All the cities are completely destroyed, but the roads irrigation and mines and whatnot are still there.

Is this some sort of glitch?
 
You have elimination mode set. This is not really a bug or error, but the way that mode was set.

With elimination, when you lose a city you lose the game. In C3C, you can specify how many cities you can lose before losing the game.

It's for MP games, to make them go quicker.

I played it SP once. Not very much fun. You manage to take a city, then all this space opens up. Suddenly there are settlers everywhere trying to grab the land.

Not to mention if you get attacked early and are behind militarily. Makes for a scary and quick game.
 
If you're playing C3C, make sure to check your settings after you play a scenario, since the scenario changes your default settings.
