One suggestion for the OP ranged unit problem

What if the power of ranged units decreases as the HP of the unit you're attacking decreases? Or perhaps a rule that ranged units do zero damage (or extremely little damage) to any unit with X% or lower HP? This could help capture the idea that ranged units are intended to soften, not outright kill, and would also make some intuitive sense --- ranged units are more effective against larger armies b/c there are more targets.
 
Now that the AI can move and shoot, the human ranged units are not as OP as in Civ V. If the unit strengths and ranges are properly balanced, the problem may disappear.
 
Just make range units vulreable to melee atacks.. Its simple as that. civ 5 vanilla did actualy great in that aspect hower a patch came and increased crosbowman and compasite bowman melee strenght this changed the game..

if a knight can instant kill a archer you will thinx twice allowing it open in the field. No you suround it with pikeman.

the way terain works in civ 6 it wil be even harder to get in range for mele units that in civ V
since to attack a ranged unit in a forest tile with a swordsman u need to be adjacent to the forest at the start of the turn
same is true for hils rivers and co

an other thig is u can now get crosbows realy fast in civ VI by yust teching the bottom techs to rush somone

in civ V the problem of ranged Vs mele was fixed by a thing called shift move that alowed mele units to move in range with out geting shot first (shift move is baned a lot of groops though that like ranged ondly fights)

in civ 6 if there is no mechanic we have not seen jet i fear it wil be ranged units ondly again
 
No need for special rules. Just balance the numbers.

Compared to civ5 : lower range melee defense. Increase melee attack. Lower melee damage taken from city.

The range vs melee is only a number balance issue. If you make range units weak enough then melee becomes necessary to protect them. If you make them deal less damage then melee is now able to be the main damage.

Ranged units should by themselves suck. Its by being protected and in numbers that they should be in an army. Their range feature is enough to allow them to do their role.

Would love to see a classical era and medieval unit the skirmisher (see age of empires 2) who have a bonus against archers but a penalty against other units.

They should make it more of the model of age of empires 2 where pikeman have low melee strenght but high bonus against knights and horses.

Swordsman have high strenght against piekmen and skirmishers(counter units) but are weak against horseman and knights becaue of flaking ability of horseman.
knights are weak agaisnt pikeman.
 
Honestly, I'd just give mounted a bonus v ranged. Create a situation where maintaining ZoC in front of your archers is necessary and boom! Problem solved.

Thats actually a good idea. Makes mounted units olso more valuable not like in civ 5 brave new world;
