One Warlord Perspective on Gameplay

Well, Spain has most likely Warriors and Archers, judging their Monotheism gambit and early organized religion.

Why don't we scout Spain's lands before we plan any war? (Maybe you're already planning to do that.) It'd be nice to know exactly where their cities are located, and the exact number/strength of their troops. It'd also be nice to know if there's land to the west of Spain, and if so whether she's in contact with anyone. If she's got a great, powerful friend who would take offense if we declare war on her, it'd be nice to know that first.

BTW, exactly who is responsible for declaring whether and when we go to war? Is it this office or the diplomatic office?

Indeed Bertie, we plan to scout out Spain first, which happens next session. We cannot declare war before we traded all possible tech anyways.

Part of Warlords, I do the scouting, Warlord NZL do the warring whereas Philosophers Legion decides on foreign policy and war declaration. Anyhow, there will be an informed poll later on declaration of war. We are just taking steps to succeed should we have a window to do so.

We do not know how much land is west of spain. I am thinking the scout will end up there by the end of next turn set.

By looking closely at espionage point distribution it appears that there has been no change since Spain and Babylon met eachother 4 turns before the beggining of the last turnset. Unless Spain is running 20% or greater espionage then they can not be in contact with another civ. This along with not seing a unit from a third civ makes me think that most likely we are alone on a continent with Spain and Babylon, with a nearby civ (Incan, Mali?) Nearby.


In terms of decsion of war, it is The Illuminated One's decision (Head philosopher). As the one in charge of diplomatic affairs I have a strong say in this but the final decision rests there. When Instruction thread appears for next turnset I am going to suggest that we stop the turnset if we are ready and want to declare war.
This would be a big decsion and I would like to get both individual feed back from discussioin and a poll to get the sense of the people. This would allow us to be more specific in how to execute the war plans (go! warlords go!). I would take responsability to put a poll up, I would say about 2 days after the previous turnset eneded, so some discussion could occur to help people form there opinions.

So even if the people mostly voted no you might still go to war, is that what you are saying?
 
If by mostly you meant 55% to 45% I would guess yes. If you meant no by 70% to 30% I would Be inclined to follow the will of the people unless I thought that doing so would cause us to lose the game.

But I do not have final say on this. This is how I would run my position and advise our leader.
