Opening Honour?

I sometimes try out Germany and honor. It's all fun and games at the beginning anyway. One problem is money (trying to keep your army financed.) Another is if you ignore other development, like science. I presume I could improve my play, and make it work better.

Shoshone have great synergy with Honor as well.

Well can't you have a monument start, then get to military caste and then a unit garrisoned in each city for the +2 culture.
