Order Finisher - How does it work?

I wasn't paying much attention as it had always worked in vanilla but this time I am also expecting a big jump in faith to bang out some inquistors but when I completed the SP nothing happened to my faith counter. At first I thought maybe it only worked in my core non puppeted cities but it would appear I'm not getting the +2 faith indicated in the tooltip from anywhere.

Checking further, on culture, I am getting them from Liberty SP plus my buildings and wonders nothing else. No +2 from Order.

Is the finisher working for anyone who tried order? Can anyone confirm if it is working?
