[R&F] Overlapping tile ownership change

I'm new to Civ 6 R&F. I am playing the Cree thus my trade routes claimed tiles. I have 2 cities that overlap on their 3rd tile distance. The problem I have is I planned to place a Theater district on an overlapped tile, but that is not available. I know a trade route from the other city is the one that claimed the overlapped tile. Is there any way to change ownership between cities? If not this is really annoying especially when you can't control which city claims tiles. Thanks for your help.

You can swap tiles between cities from the citizens tab.

I thought that was just about working the tiles not being able to build on the tile. Thanks for the help!

Just remember, once a tile has a district or a wonder starting to be built on it, it can no longer be swapped.
