Override governor?

Today I muster the will power to try to enjoy this game, after a couple failed attempts. The problem I have is that the governor keep override my choice. I would assign my citizen to work on the accadamy, and when I left the city, the governor decided that an unimproved hill is a better choice. This is so frusting. I want every tile completely locked down, how do I do that?
 
Don't left click the city icon as it has the same function as the 'reset all tiles' button.
Instead just switch the governor for e.g. to food and then back to production to have him reassign for production focus with your locked down tiles remaining locked down.

(sometimes though there is a bug where individual tiles you want to lock down aren't locked down (I think it can occur if two cities have overlapping tiles). In that case you sometimes must reset all tiles and lock down all tiles again for the former 'unlockable' tile to be lockable again).
 
In the city screen, make sure that when you place a citizen on a tile to work, it's got the lock symbol above it. Sometimes you have to select, then de-select, then select again for the lock symbol to show up. Once it's locked, they won't move.

I still can't get it to work. I clicked on the tile a couple of times, and the damn head keeping appearing. I clicked on other tiles, same head. It seems that I have to release another tile before I can lock a tile. And even that only work sometimes.

The learning phase of a strategy game is suppose to be the most fun. The joy of getting to know new units and their abilities. The thrill of discovering new strategy(not from the net). The feeling of accomplishment when you first reach a certain goal.
 
Tecibbar, learning a new game is great, so pls continue doing so.

The gov-thing I've encountered more than a few times. IF you want your cities to do exactly what you want, go in and lock all citiziens onto tiles that you want...you got the growth and production as you want. Go to another city, lock in a civilian or two, then enter world-mode.

Now, talk to another civ randomly, like sell open your borders or 1 horse or just say Hello..

Go back to your first city and see if your settings has changed, if not, check second city, if not enter world map and save the game. IF things has changed, you have to save before you go to the AI.

New turn, normally in 98% your governor should keep your first settings, but there is a bug with some versions of the game, as ppl already said. So tricking the game as I did above, "most" of the times keep it as you wanted.

Saved games if it fails, "might" help future patch-makers to clean up this rubbish. Like if the modders get the tools, they would do it in a blink of an eye.
