Overseas trade

I'm not sure they need any special building. At least I know I'm not building one specifically to give overseas cities access. It's possible that the tech for opening up trading overseas hasn't been researched yet in his game. I have 4 cities on a 2nd continent right now with no issues and can trade with civs on all 3 of the continents on the map. Seafaring opens trading across the sea and for trading across the ocean it takes navigation. Those 2 techs could be behind his issue.

That's probably it. I don't have Navigation yet.
 
How did you get an over ocean city without Navigation?
 
Some ships can traverse the ocean with Optics, and you might pop an island that gives you a settler, at least at low difficulty. I have once seen that happening.

Oceanic Civs. can sail the Oceans from the start - once they build sea units.
 
And you can always cross ocean tiles if they are within your borders.
Does this effect bridge the gap for trade? I'm not sure on that point myself. (For all I've become intricately familiar with in this mod and game, trade rules have always been a little mysterious to me.)
