Pacifist Strategy

Ok, so I've been trying to use a pacifist strategy to get a cultural win (on Noble). And I've gotten into the modern age, with a decent size military (as much as I can afford while still maintaining pacifism - 3-4 infantry per border town, the ones on the border of non-allies have a lot more (6-8 infantry, all with city defender promotions + a bunch of cavalry). Unfortunately, I seem to be getting destroyed by the Aztecs, who are still back in the medieval era (Knights, catapaults, and macemen). They're just swarming me with so many of the bloody things that even though they lose 3/4 of their units, they still have many many more than I do. Is there any way to combat this strategy? Especially the catapaults (explain why the catapaults are able to collateral my infantry to minimal health, when they couldn't damage them in out and out combat?), as they just threw 10-15 of them at me. Is there a way to combat or minimize collateral damage?
 
Switch out of Pacifism, you can always go back.

Ally with people who hate the Aztecs, and bribe them into destroying the Aztecs for you.

And build more infantry.
 
Strike the stacks of catapaults before they get to you. If you just attack them from all sides the collateral damage won't be a problem and you can easily subdue the threat before it reaches your gate.
 
Yeah, decrease the number of infantry you have and get a mobile 'internal counter attack' force with the extra units you can afford. Attack their stacks before they get to you.
 
Catapults are a great defensive unit. In fact, almost all offensive units can be a great defensive unit when you consider that you need to counter the enemy BEFORE he hits your city.

So much of what goes on in Civ 4 combat takes place when the enemy is just inside your borders, not right beside your city. Think ahead.
 
Machine Guns are a good way to go. Admittedly though, Pacifism is not the best strategy if you happen to find yourself living next door to either Monte or Tokugawa-as they can both be really aggressive SOB's. Still, look on the bright side, his constant warfare seems to have really hurt his tech development.

I have less units in my cities when I'm not running pacifism. I'm honestly failing to comprehend how you could have trouble with that size military.
 
If you have infantry then you have assembly line. Beeline for Industrialism. Nothing says "Go Away" like a stack of marines....use them to buy time til you have combustion and then you can build tanks. Switch from wimp mode to brutal war beast for about ten turns then roll them into HIS terriotory. Pillage raze and abuse all you like. Atank with Barrage 2 or 3 will make his stacks little puddles of goo in no time flat, and unlike cats and atry they survive the attack most times.

I ended up reloading my last save and adding three more infantry, that did the trick. But they were attacking with a *lot* of units. I counted 15 or so catapaults, and at least that many each of knights, macemen, and musketmen. They had spent all game building up an army, and I was the only person they had attacked yet. And the big problem was that it was a sneak attack - they had culture bombed so they had a border right next to the city (which had a couple of my national wonders), and razed it before I could counterattack.

Note: they are now a part of my empire. I had wondered how I was gonna win when 4 of the 7 civs, including me, had started in one-third of the map (it was a highlands map, so it didn't wrap), while the americans and japanese had all the mid-game expansion room they needed in the other two thirds of the map. Playing a pacifistic style is difficult.
