Palace cost

Hi, I have to questions:

1) Does the Palace cost 1000 shields when you reach Industrial Age or
something like that?

2) Can resources like coal just disappear from the map or be pillaged by
enemies? I am pretty sure I had built a fortress and a colony on a coal-
tile. The colony has been pillaged and the coal just isn't there any more.

The palace cost increases when you build cities. This feature wants to remove the Palace Jump exploit.

Yes, they can. But if the coal disappear, a new one appears somewhere. No, resources cant be pillaged, onyl the imőprovements.
