This mod adds Panem, the nation of The Hunger Games, as a playable civilisation. Requires G&K.
UA: Twelve Districts: National Wonders can be constructed without any prior building requirements. No two National Wonders can be in the same city.
UU: Muttation: Replaces the Infantry. Is slightly stronger than it. Generates Science from kills. (3D Model! c Kwadjh)
UB: Justice Building: Replaces the Courthouse. No maintenance cost.
