Patch 3.19 Install?

I just got the CD for the complete edition of Civilization IV. When I try to play Beyond the Sword multiplayer online, it tells me I need to update to patch 3_19. I can download the patch and then when I try to install it, it goes through all the screens and after pressing 'install' goes away and does nothing. I looked at the version it's running and it is updated to 3_17. I have tried downloading the patch from another site and installing it. Still no success. Any ideas?!

Don't use the in-game installer, download and run the patch outside of the game.
If you have Vista or Win 7 right click on the .exe and use run as administrator.
Try installing patch 3.17 first, sometimes even when already patched to 3.17 this will enable the 3.19 patch to work.
