I agree, but let's also realize that this X% does not have to be equally divided up. For example, when a road finally connects Olympus to Priapos, we might later on decide that our X% allows for 1-2 units per base, but Priapos might only recieve one with the idea that if we see any sea invasion around Priapos, we could easily send an extra unit from Civatonia immediatly. This is true especially if we hit the Republic, since our police forces will have no effect, and keeping a mass of sentries in a reasonably protected city like Priapos would be ineffecient (Of course, the citizens of Priapos might think otherwise).
Edit: This is why I shouldn't make posts so early in the morning. I misread your thoughts to making in-base sentries to the X% number. On second reading, I realized you meant that the defense force to be that number. My bad...
In any case, this border-gaurd idea seems like a good idea, and should allow us to be able to give aid to the sea-adjacent cities from our inner cities (well, but "inner" I mean "within the ring of stationary forces," but mainly Civatonia) without too much loss of protection of our inland cities.
